You may have heard that we’re making some big changes to the way you can pay, monitor, and update utility payments, well, we are proud to introduce the Utility Billing Account Management portal. As a service through a newly purchased platform called Resident Access, the Utility Billing Account Management portal provides a comprehensive guide to using its features, including QuickPay, registration, dashboard navigation, and various payment options. Users need their account and customer numbers from their utility bill to access the QuickPay feature and to register for the portal, even if they have used the previous online portal. The portal includes detailed instructions on making one-time payments, enrolling in Auto Pay, e-billing, managing multiple accounts, and viewing bills and transaction history. We’ve also made a chart that describes accepted payment methods below. For those who use the monthly Utility bill as a one-time free pass to the landfill, you can now bring that up on your phone when entering the solid waste facility for entry.

Last fall, staff informed the council about the costs of printing and mailing utility bills, highlighting the limitations of the current third-party online billing service. To address these issues, the city is implementing the Utility Billing Account Management Portal, which integrates with the utility billing system to provide enhanced functionality, including real-time transaction visibility. The old program will phase out on or by September 15th, and the new Utility Billing Account Management portal will become the full-time interface for the City of Casper's utility billing.

To sign up for paperless billing, log in to your account and check the green Paperless button, then select whether you'd like email, text or both notifications. That's it. That's all you have to do for less mail, fewer paper piles and more trees. To access the landfill, you can print your bill.

Card payments are assessed an additional fee; bank auto withdrawals are free. 

Beginning in Jan. 2023, the City of Casper will no longer absorb credit card fees for all utility payments made using either credit or debit cards. Citizens who pay monthly utility bills with any form of card payment will be charged a minimum of $2 or 3.25% of their total bill - whichever amount is greater. All fees and rates are determined by credit card companies, and this charge expressly covers the cost of paying with cards; the City does not profit in any way. Automatic "EasyPay" bank withdrawals remain free to all City customers. Sign up here

Checking your account balance is free over the phone, but fees apply to any e-check or credit/debit card transactions.  The minimum bee to pay over the phone via e-check is $2.45, which includes the $0.50 phone service fee plus the $1.95 e-check fee.  The minimum fee to pay with a credit/debit card over the phone is $2.50, which includes the $0.50 phone service fee plus the $2 or 3.25% credit/debit card fee (whichever is greater).
